Just wondering, how would Halliburton(with Dick Cheney, George W. Bush, etc.) setting up with an office, same amount of employees and resources and see how they would do after 4 years on the planet. Let's assume that they can get past the Ferengi bias(and vice versa).
Will they tank or will they succeed? Assume they are able to get over culture shock.

Halliburton Energy Services would have an immensely difficult time getting over the entirely different forms of energy production. A hydrogen based energy supply is likely to be very different to a fossil fuels based one. There might not be any money in it, aside from in creating anti-matter/singularities, and both of those are spectacularly dangerous. Without knowledge of the market, or locally valuable capital to establish themselves, they're doomed.
Even the Ferengi tend to treat their personnel better than Halliburton, too. It's common practice for Ferengi personnel to go about armed, even on transport ships. Halliburton's conspicuously not provided any self defence (or indeed, defence) for its personnel in Iraq.
Most likely, Bush et al end up selling all their personal possessions in order to eat on Ferenginar, and die destitute.
