Because it effectively doesn't exist anymore. During the Cold War, people got it into their heads that surviving a nuclear war was impossible, so that it was pointless to even try. Many people even began protesting against fallout shelter drills, and refusing to take part in them, which brought an end to the drills. Eventually, people began to view the entire civil defense organization (even those functions not related to nuclear war) to be something of a joke, and it's role has been largely replaced by emergency management agencies such as FEMA, which of course only clean up after a disasters hit and do nothing to train the population to prepare for them.
