Possibly. It is also possible that his fight with Batman did leave him with some injury that he still has to recover from.
Although, I wonder what clusterfuck has allowed the local lunatic community to strive again. You would think that after the events of the first game, they would take measures.

I'm hoping the Joker doesn't turn out to be the real main badguy this time. Twice in a row would be kind of a disappointment.

He took a punch from a fist tipped with explosive gel. He didn't die, but he didn't exactly get off scot free either. One analysis of the trailer I saw theorized that it may take place during a wrecked Gotham, akin to the No Man's Land story arc in the comics. The NML plot didn't seem plausible but I admit it's a great opportunity for storytelling.
And who the fuck decided to move Arkham Asylum to mainland Gotham? I mean, really? The NIMBY crowds in America go ape shit over nuclear power plants, and they expect us to believe anyone would OK the relocation of an asylum with an escape rate higher then a Kazon prison? I hope they address that in the game.
