MANILA, Philippines -- Police in the northern Philippines say they've rescued dozens of dogs that were on their way to a slaughterhouse.
Police Supt. Ronaldo Gayo says 60 dogs were found alive, but 12 others had died of suffocation by the time police found them inside a van. The dogs' snouts and feet were bound by plastic cord.
Gayo says the van's driver and his assistant were arrested and escorted to their destination - a slaughterhouse inside a sprawling pig and poultry farm in San Carlos township in Pangasinan province.
The slaughterhouse's owner and workers managed to flee when police arrived before midnight Wednesday.
Killing dogs for the meat trade is illegal, but dog meat is considered a delicacy in some parts of the Philippines.

Screwed up to tie them up like that, but why is killing dog to eat illegal if people want to eat them in the first place? Trying to cut down on dog theft or something? Here in the the US we euthanize at least three million a year so supply should really not be a problem.

I don't know, but I'll hazard a guess that either the Americans or the Spanish outlawed it, same as the British did in Hong Kong.

The other answer is that dogs are a part of families and going around picking dogs up off the street for food is a bit like doing the same with kids. The majority of the country may feel with way (not sure on the demographics), or the government is trying to be more westernized and promote this idea, or it is a holdover from colonialism.
It could also be to cut down on dog theft.

Incidentally, would dog meat consumption, as it's currently done in the Philippines, be more of a health hazard, than compared to say, eating pork?

I would not advocate that position. I find the eating of dogs and a great number of other creatures ethically repulsive. Worth pointing out that pigs are arguably just as intelligent as dogs, if not more so. Ken Kephart at Penn State has done quite a bit of research on this.
