OK, assume that on Kamino, it is Anakin, not Obi-Wan who is assigned to track down and take in Jango Fett. Can Anakin beat Fett in the rain battle, or does he fail as well?

I doubt it. Anakin might be more impetuous than Obi, but he's also more foolhardy and Jango might be able to lure Anakin into some trap.
