ATTN WRITERS: Ender's Fanfic Challenge

In the tradition of ASVS challenges, I present the following.

Write a fanfic from the following premise:

A Section 31 agent vs an ISB agent.

Setting can be either UFP or Empire. Idea is that they are hunting each other; with one trying to cripple the plans of the others government is response to the immanent war, and the other trying to stop him.

Who can write the best story based off this?

Imperial Intelligence would be more analagous to Section 31.

ISB was actually pretty overt.
