I'm sorry, but that almost sounds like something written 20 years ago, except that now it's the Russian Orthedox church saying that things don't line up with their "educational aims" rather than the Soviets.

That's the spokesman for the Education Department- the Orthodox Church would seem to have it's own reasons- and I'm sure they would disagree with the "secular nature of education in state schools" comment. Regardless, this is paranoia of the highest order, no matter the reason.

Not to mention talking about the secular nature of education while talking about the "spiritual well-being" of pupils seems a tad contradictory ...

He wasn't talking about candy though.
I think he may have meant organized religion as it has been a historically more controlling force than plain old religion. Though he was antireligion, I don't know what his stance on cultural tradition was.
