Looks like a repulsorlift speeder bike. I can easily imagine it racing by a 74-Z Speeder Bike (remember Endor?) on some racetrack on Coruscant...

All I know is that turbine is screwed up. How exactly is it supposed to work? I mean, it's really weird. The neck doesn't look like it has enough area to feed enough air into the combustion chambers and still have space for a shaft to transfer power back from the turbines to the compressors. But then again, it might not be a turbine engine...
