In January, a federal judge ordered Hamas to pay $US116 million ($A151.6 million) for its role in the Ungars' deaths. Hamas never contested the lawsuit and had no legal representation. It remains unclear whether Hamas will honour the ruling

This isn't the first time US or other western courts have given awards in such cases. An the awards aren't empty gestures, they'll be paid by seizing assets of the group already frozen in the US. Those asset's aren't going to reach 116 million by a long shot, but a quick web search shows that as of May 2003, 137 million in terrorist or terrorist supporter assets had been frozen world wide belonging to 264 individuals and "Specially Designated Global Terrorist (SDGT) entities"

Wait a minute; does this mean they don't just seize those assets immediately, and they need some kind of excuse? I always thought that once frozen, they just seized them.
