I can't believe I forgot Isabella
although the period of 15 years where Agrippina ruled Rome (Her husband the Emporer had a stroke, and she basicly wrote the laws, and set the policies, using his stamp. Since his brain was mostly destroyed as a result.

Well, Egypt had been ruled by a Greek dynasty instituted by Alexander for about 300 years at this point. She was a Greek ruler of Egypt.
