We don't know who constructed the DS, but it would be illogical to believe that they created the DS yet had no members on its senior staff. I find it unreasonable to believe that the Geonosians constructed the DS, though they may easily have designed the basic plans for the structure. Further, without a planet (really), it is highly unlikely that they would have the industrial capacity to construct such a battle station. [3] Could have been damaged in action. It's been known for weapons to be damaged by SAM blasts or fragments on modern aircraft.
The Geonosians were planning to design and build it for the sepratists, they'd have the support of tens if not hundreds of thousands of systems.

Rockets are offline would suggest a fire control problem to me, perhapes somthing is reseting after the last jolt.
