Because I have to write it down before I forget.

Military:

Legions.

"Let Us Live Short Lives Of Glory."

The main combat arm of the Enclave, the Legions are far more than the 'traditional' few thousand of the Empire. Each holds several million sentients, with a distribution of 4 Humans for every Parahuman and Computer. It is entirely a volunteer force, with enlistment cycles of 12 years. A year of training and physical therapy for every member, including some genetic augmentations to heighten endurance.

The Legions are exclusively an offensive force, never assigned to long term occupation or peacekeeping duties. Their equipment reflects this, being optimized for 'burst' campaigns through enemy territory, augmenting speed and destructive potential. Following the Slaughter Of Tenebrus Four in 2603 IE, they have never been ordered to hold civilian populated areas for more than two months.

Arms of the Legions: Navy.

"Speed Kills."

Originally founded in 1632 IE as an independent entity governing both peaceful and military star travel, the Star Navy was absorbed into the Legions some five hundred years later, when the Mutual Defense Pact that would lead to the Enclave's formation was ratified. Since then, they have shed their peacetime operations to private owners, and have focused on developing cutting-edge technology based around delivering maximum firepower at maximum speed.

Typical doctorine for the Navy is to engage from sub-ten lights velocity in strafing runs until opposition is disabled or routed, and drop troops while providing heavy artillery to knock out shield generators and large enemy formations. This doctorine is specifically forbidden against Outsider and Machine vessels.

Legio Aerthus

"You Can't Run, And You Can't Hide."

Attached to each Legion is a number of atmospheric vehicles, whose purposes range from troops transport to engaging opposition airpower, to survellience. This arm of the Legions sees the highest number of female members, and is the only arm where they are the majority. This has led to a number of 'affectionate' nicknames of the squadrons, almost all of which will start a fistfight.

The Aerthus primarily augment the main thrust of Legion tactics, adding a third dimensional prong to the standard doctorine of pincer movements.

Legio Obsidius

"Thor's Hammer Made Manifest."

Wielders of the heaviest weapons every to roll across the surface of a planet, the Siege Legions abandon the 'speed' doctorine of their brothers in favour of yet more firepower. Most famous for the rolling slabs known as Palisades Bellicosus, their weaponry is the huge engines needed to smash down City Shields and other heavily reinforced lines.

Standard doctorine calls for these behemoths to be held back until needed; even the fastest vehicles under their command ponder along compared to the lightning-fast tanks of the Legions.

Command

Comissions are very difficult for any being in the Enclave to obtain, and at present, the raw numbers favor Computers over both Humans and Parahumans. Under normal circumstances, Comissions are only awarded after a period of at least two years holding a NCO rank in the Legions. The most common exception is an officer in the Auxilia who has demonstrated the strategic qualities required to command the Legions. This exception has been the source of the three Nonhuman Legion Officers on record, as they demonstrated the willpower and aptitude when circumstances during a battle ruined the Legion C-o-C and forced them to seize control to turn the tide.

Legions operate semi-autonomously, with ranking officers of various sized detachments given broad flexibility to respond to distress calls, deal with hostiles, and expend his resources in line with his overriding duties to protect the Enclave's member-states and their populations. Only High Command on Entry Point can truly order a Legion into action, though the oath of service compels most officers to react to any request from a local Habitat.

Culture

"Their Spending Never Equals The Repair Costs." - Civilian Contractor Gaius Tumultus.

Roughly ninety-three percent of Legionnaires are members of the Cult of Mars, which extolls the ideal of defending Humanity at all costs. The remaining seven percent are comprised of a mix of faiths, though the Cult of Unification has never had a member enlist.

Squads are typically formed while the recruits are still in training, with the more experienced members joining them at this early stage to assist in their training with field advice. This early bonding creates a powerful family-like unity, with all the profanity, hazing, and mild violence this tends to entail.

The Legions live-fast, die-in-a-huge-explosion mentality has contributed to a large number of civil complaints when members are on leave, but so far, the Enclave tolerates it for the tradeoff of the high degree of success exhibited.

Historical Note:

The Slaughter Of Tenebrous Four is easily one of the most misleading events in the Enclave's history. After numerous inquiries by civilian and Enclave officials, the real story appears to be this:

Outraged at curfews, media blackouts, and weapons confiscation, riots broke out on the recently retaken world of Tenebrous Four. After two weeks of even stricter restrictions enforced by local command, the riots turned deadly, killing five squads of Legionnaires in improvised weapons fire. When their escorting tank flew into a rage at the death of it's brothers and sisters, it accelerated into the crowd, killing several and wounding many. The media backlash was massive, reaching into the major Habitats of the Enclave and sparking a PR disaster for the military. Despite the fact that fewer civilians lost their lives than soldiers, a large number of officers and officials were dragged before tribunals, and a number sentenced for allowing the situation to spiral out of control without calling in specialized Auxilia peacekeepers.
