Painrack probably means a language pack in terms of changing the interface language, not in terms of display in the browser window. Getting non-Latin support at all is always annoying already, but getting the program itself localized is a bigger pain. The Thai language pack, for instance, hasn't been updated since Milestone 14.
As for getting Traditional Chinese, a localized build seems to be required. That can be gotten from the Firefox
download page under "localized builds." For Simplified,
this site might be of some use, but I can't read Chinese so can't really tell what's on this page.
This link leads to a list of all Mozilla localization projects running, along with links. Installation and configuration instructions for a given pack are usually included on the page of the pack's creator. As 0.9 is just out, most of the packs aren't updated for it yet.

On the issue of Java, you simply have to install Sun's Java plugin, found
here. Firefox doesn't come with its own Java implementation, but it can hook into Sun's (which, incidently, is more stable than the MS Virtual Machine that comes with IE).
