So I just finished this page for my website; and it's sufficiently comprehensive, and on a little known subject, like Civil Defense.
US Civil Defense Insignia, Organization, and Ranks; 1940s to 1970s
That'll show you by the way, Phong; to leave before WIN can be handed out.
Anyway; next up is the basic lettering for Fallout Shelters; there's one out there that can hold 28,000~ people.

Quick question: Why civil defense isn't that visible in the U.S.?

Because this was a concept that originated during WWII and sort of died out after traditional air raids sort of diminished in the face of nuclear air raids.

Because it effectively doesn't exist anymore. During the Cold War, people got it into their heads that surviving a nuclear war was impossible, so that it was pointless to even try. Many people even began protesting against fallout shelter drills, and refusing to take part in them, which brought an end to the drills. Eventually, people began to view the entire civil defense organization (even those functions not related to nuclear war) to be something of a joke, and it's role has been largely replaced by emergency management agencies such as FEMA, which of course only clean up after a disasters hit and do nothing to train the population to prepare for them.
